The federal Centers for Medicare and Medicaid Services (CMS), housed within the U.S. Department of Health and Human Services, oversees the Medicare program and partners with state governments to administer the Medicaid program. CMS sets many of the rules under which home health and hospice providers operate. CMS publishes proposed and final rules in the Federal Register and provides opportunity for public comment on such rulemakings.
